Chancellor Abansi marks UP Baguio as safe
during the 7.0 magnitude earthquake

On July 27, 2022, around 8:43 a.m., a strong earthquake hit Baguio City, Abra, areas in Northwestern Luzon and Greater Manila area. The Philippine Institute of Volcanology and Seismology (PhiVolcs) posted online that this “major earthquake has a magnitude of 7.0, with epicenter located at Tayum, Abra.”

During the earthquake, all UP Baguio employees gathered to the Oblation Grounds. After all employees were accounted for, Chancellor Corazon L. Abansi instructed the Disaster Risk Reduction Management Committee – UP Baguio (DRRM-UP Baguio), headed by Prof. Victoria Diaz to check on the needs of all UP Baguio employees. Irene Enriquez was also directed to check on the status of all UP Baguio buildings and spaces. Marking UP Baguio as safe and declaring that all employees are accounted for, the Chancellor asked Ugnayan ng Pahinungod Director to organize a donation drive for areas affected by the earthquake. The Office of the Director for Student Affairs (ODSA) was instructed to check on the status of all students. Repairs for damages on buildings and other spaces are ongoing.

Faculty, administrative staff and REPS are encouraged to reach out to their immediate supervisors for varied needs. Students who need assistance are instructed to contact the Office of the Director for Student Affairs.

UP Baguio held its first face-to-face
Graduation Program after two years

Last July 21, 2022, UP Baguio held its first face-to-face graduation ceremony to celebrate the achievements of the graduating batch 2022, 2021 and 2020. Held at the Baguio Convention Center, guest speaker for this year’s graduation was Rufino “Raffy” D. Tima, the Senior News Producer of GMA Network Inc. and Anchor of Balitanghali, GMA News.

The face-to-face graduation program was organized by Prof. Jocelyn Rafanan, University Registrar of UP Baguio, with Prof. Jermaine Beltran, Prof. Joao Paolo Reginaldo and Prof. Gladys Cruz.

Dumalo sa walong-araw na Public Procurement Specialist Certificate Course ang mga guro, REPS at mga administrative staff ng Unibersidad ng Pilipinas Baguio (UPB). Isinagawa ito sa pamamagitan ng pagtutulungan ng Unibersidad ng Pilipinas Los Baños (UPLB) at ng Government Procurement Policy Board-Technical Support Office (GPPB-TSO). Ang unang antas na certification course ay idinaos noong Hulyo 4 hanggang 12 sa CEM Function Hall, UPLB. Ito ay isang direktiba ng GPPB-TSO na magtatag ng isang masusustenihang programa sa pagsasanay para sa “procurement” o pagkuha ng mga entidad.

Layunin ng kursong ito na makapagbigay ng sertipiko ng espesyalisasyon sa procurement upang ang mga practitioner ay magkaroon ng sapat na impormasyon, kasanayan, at tamang saloobin at pag-uugali para sa public procurement. Bilang isang “end-user”, naging tunguhin ko sa pagdalo sa panimulang kursong ito ang malaman kung ano ang Republic Act 9184, o tinatawag ding ‘Government Reform Procurement Act’ at ang kaugnay nitong 2016 Revised Implementing Rules and Regulations (IRR). Ang RA 9184 isinabatas para maging wasto ang pagpapatupad ng pampublikong pagbili ng mga pampublikong entidad. Tunguhin ng sustenable, epektibo, mahusay, tumutugon, at matatag na sistema ng pampublikong pagkuha ang propesyonalisasyon at patuloy na kakayahan at pagbuo ng kapasidad ng Bids and Award Committees (BACs), ang BAC secretariat, Technical Working Groups (TWGs) ng mga “procuring entity”, iba pang opisyal ng pagkuha ng pamahalaan, at mga empleyadong kasangkot, direkta man o hindi, sa pampublikong pagkuha pati na ang mga pribadong tagapagtustos, kontratista, at tagapagbigay ng serbisyo (RA 9184).

June 23, 2022, at the World Palace Hotel, Davao City, the Social Innovation Laboratory Business Inclusion – UP Baguio (SILBI-UP Baguio) project was awarded as one of the proposals that made the initial cut of the Department of Science and Technology – Philippine Council for Industry, Energy, and Emerging Technology Research and Development (DOST-PCIERRD) for this cycle’s Higher Education Institution Readiness for Innovation and Technopreneurship (HEiRiT).

UP Baguio’s SILBI Team are composed of Chancellor Corazon L. Abansi and Prof. Kezia Tabago of the Institute of Management – College of Social Sciences, Prof. Herald Canoy of the College of Social Sciences, Dr. Roland Hipol and Dr. Easter Joy Sajo of the College of Science, Dr. Faye Sta Maria-Abalos of the College of Arts and Communication, and businessman Mr. Rommel Marcelo.

The SILBI-UP Baguio Team is currently participating in a series of workshops as part of the preparation for supporting community-based entrepreneurs.

UP Baguio Health Frontliners honored by UPAA

May 19, 2022, the UP Alumni Association recognized all UP Health Frontliners, including UP Baguio in an awarding ceremony at Bahay ng Alumni, UP Diliman. The UP Alumni Association acknowledged the diligence and commitment of all UP doctors, nurses and other health professionals who unselfishly served at the height of the COVID-19 pandemic. Memorandum of Agreement (MOA) signing between UP Baguio and the National Commission on Indigenous Peoples-Cordillera Administrative Region (NCIP-CAR) happened on July 28, 2022.

Chancellor Corazon L. Abansi and NCIP-CAR Regional Director Atty Atanacio Addog signed the MOA to facilitate the research collaboration for the research on IPRA and Intangible Cultural Heritage led by Dr. Analyn Salvador-Amores.

June 16, 2022, Chancellor Corazon L. Abansi signed a Memorandum of Agreement (MOA) with Dr. Rexton F. Chakas, President of the Mountain Province State Polytechnic College (MPSPC) on Collaborative Research and Co-Teaching of Graduate Programs. The MOA signing was witnessed by UP Baguio’s Vice Chancellor for Administration Dr. Santos Jose O. Dacanay III and Vice Chancellor for Academic Affairs Dr. Rosemary M. Gutierrez.

MOA signing for the MULAT BLISST
Research Project

On June 13, 2022, Chancellor Corazon L. Abansi signed a Memorandum of Agreement (MOA) with Regional Director Fay Apil of the Mines and Geosciences Bureau-Cordillera Administrative Region (MGB-CAR), Department of Science and Technology (DOST) for the first phase of the project titled MULAT BLISST (Modelling and Understanding Landslide Events in Baguio, La Trinidad, Itogon, Sablan, Tuba and Tublay).

Project 1 – Modelling susceptibility and generating rainfall threshold for rainfall-induced landslides will be under the leadership of Dr. Dymphna N. Javier, a Geology Professor and the Dean of the College of Science, with Regional Director Fay Apil as co-project leader. Providing details on MULAT BLISST Project 1, Dr. Dymphna Javier said that this project will utilize available high-resolution satellite imagery and access to remote sensing, GIS and statistical software to develop more updated and detailed landslide inventories and landslide susceptibility and risk maps as supplements for analyzing rainfall-triggering landslides. MULAT BLISST, Project 1 is scheduled to run from July 2022 to June 2024.

Reviving the UP Baguio Multi-Purpose Cooperative

Onto a fresh start after two years of the COVID-19 pandemic, the UP Baguio Multi-Purpose Cooperative (UPBMC) appointed their new set of officers. Administering the oath taking for the new set of officers is Chancellor Corazon L. Abansi with Vice Chancellor for Administration Dr. Santos Jose O. Dacanay and Vice Chancellor for Academic Affairs Dr. Rosemary Gutierrez.

The new set of officers of the UP Baguio Cooperative took their oath on May 30, 2022 after the flag ceremony at the Oblation Grounds. With its aim to meet the varied economic needs of their members, as well as to provide support, the UP Baguio Multi-Purpose Cooperative (UPBMC) is composed of members from the administrative staff, REPS and faculty.
